Energy grants and funding in Glasgow

Most of the funding a Glasgow property can use is national. What decides whether it is realistic is the building: a tenement flat, a converted villa and a distribution unit in the east end do not carry the same options, whatever the scheme leaflet says.

This page sets out the routes worth checking for Glasgow addresses, the local constraints that usually decide the outcome, and how we handle consent where a street or a common part is involved.

Roads authority

Glasgow City Council, for any footway or street works

Housing mix

Tenement flats, converted villas, post-war estates and modern flatted developments

Usual constraint

Shared roofs, communal supplies and owner consent

Coverage

Glasgow, plus Renfrewshire, Lanarkshire and the surrounding authorities

Interest-free loan and cashback

Active

Business Energy Scotland SME loan and cashback

An interest-free loan route for Scottish small and medium-sized businesses and charities installing energy-efficiency or renewable measures, with cashback support where the scheme offers it. The assessment and approval sit with the scheme.

Designed for
Business, Charity, Landlord
Potential support
Loan and cashback levels are set by the scheme. Confirm current published terms.
Key considerations
Scottish SMEs, charities and some landlords, with an eligible measure, a technical assessment and approval from the scheme. Loan terms and cashback availability are set by the scheme.

Government chargepoint grant

Active

EV chargepoint grant for households with eligibility requirements

A grant route for people who rent, or who own a flat, and who therefore cannot use the standard homeowner chargepoint grant. It contributes towards an eligible chargepoint at a property with eligible private parking.

Designed for
Tenant, Flat owner
Potential support
Up to 350 pounds per eligible chargepoint, within published scheme limits.
Key considerations
Renters and flat owners, with off-street private parking at the property, an eligible vehicle, permission from the landlord or freeholder where required, and an eligible installer. The grant must be approved before installation starts.

Government grant and interest-free loan

Active

Home Energy Scotland Grant and Loan

The Scottish Government's main domestic route for clean heating and energy efficiency, administered through Home Energy Scotland. Grant support and interest-free loan funding may be available for qualifying measures, and the funding body - not Greentech - decides eligibility.

Designed for
Homeowner, Landlord
Potential support
Grant and loan levels are set by the funding body and vary by measure. Confirm the current published levels with Home Energy Scotland.
Key considerations
Scottish homeowners and some landlords, where the property and the proposed measure meet the scheme's own technical rules. An assessment and a quote from an eligible installer normally form part of the process.

Government loan

Active

Home Energy Scotland landlord support

Loan and grant routes for landlords improving the energy performance of let property in Scotland, delivered through Home Energy Scotland under the same scheme rules as the domestic routes.

Designed for
Landlord, Business
Potential support
Set by the funding body and varies by measure and property.
Key considerations
Landlords of eligible Scottish property, where the measure and the property meet the scheme's technical rules. Energy Performance Certificate conditionality can apply to let property.

Government fuel-poverty programme

Active

Warmer Homes Scotland

A Scottish Government programme aimed at households living in, or at risk of, fuel poverty. It provides a package of heating and insulation improvements through a national delivery contractor, following the programme's own assessment.

Designed for
Homeowner, Tenant
Potential support
The package is defined by the programme, not by Greentech.
Key considerations
Households in Scotland who meet the programme's eligibility conditions, which are assessed by the scheme. The programme has its own survey and delivery rules, and its own appointed installation contractor.

Government chargepoint grant

Active

Workplace Charging Scheme

A voucher-based grant for eligible organisations installing chargepoints for staff and visitors. The organisation applies, receives a voucher, and then books an eligible installer within the voucher period.

Designed for
Business, Charity, Public-sector organisation, School / education provider, Fleet operator
Potential support
350 pounds per eligible socket, up to the published socket cap per applicant.
Key considerations
Eligible registered businesses, charities and public-sector organisations, with off-street parking, designated staff or fleet use, and an eligible installer. Charging is not permitted to be used to generate revenue from the general public under the scheme rules.

What you need to know

The tenement question comes first

In a Glasgow tenement the constraint is rarely the technology. It is the roof, the close and who is entitled to agree to the work. A shared roof covering needs the agreement of the owners who share it, and a communal stair means cable routes and equipment positions are agreed rather than assumed.

Where the building is factored, the factor is normally involved before anything is fixed to common parts. We map that before design: which fabric is common, which is owned, and who signs for each.

  • Roof condition and access, including whether the covering is already due for replacement
  • Whether the flat has its own consumer unit or a supply shared with the close
  • Owner consent and factor permission for common parts
  • Equipment positions that are accessible and defensible at handover

Flats, renters and EV charging

Off-street parking is the single deciding factor for charging support. A flat with a private bay can use the grant route for renters and flat owners; a flat with no off-street parking cannot, and the alternative is a council process rather than a national scheme.

Cross-pavement charging in Glasgow is a Glasgow City Council decision as roads authority, assessed street by street, with conservation areas and tenement footways looked at individually. We check the address before proposing anything.

Commercial and industrial sites

The city's offices, retail units, hospitality premises and industrial estates tend to have the opposite problem to a tenement: capacity exists, but it is shared, sub-metered and rarely documented accurately. Charging, solar and battery projects usually start with an accurate picture of the incoming supply.

Where a site is leased, the split between landlord and tenant works decides what can be installed, and who is able to claim the support.

Council-run schemes are confirmed, not published

We do not publish a council-run grant unless we can link to the council's own published page. Where an area-based scheme is open in Glasgow, we confirm it for the address — a lapsed scheme presented as live is worse than no scheme at all.

Local authority guidance

Who decides on your street

Cross-pavement charging is a roads authority decision. These are the authorities covering our service area, with the process each one applies — confirmed per address before we quote.

Glasgow City Council

Street and footway works are handled by the council as roads authority. Conservation areas and tenement footways are assessed individually, so the address is checked before any design is proposed.

These entries describe the approval process, not a policy commitment. We confirm the current position for your specific address and street before proposing any works.

We only publish routes we can point to a source for. If you have seen funding mentioned elsewhere, send it to us and we will check the current position rather than guess.

Already have renewable assets?

Funding is not the only opportunity. Understanding the condition, safety and performance of existing solar, battery or charging assets could identify problems, risks and optimisation opportunities — particularly where an installation has never been independently inspected.
